Could a NTSC c128 do something like that.

Those 128's sure were under utilized. I personally love 'em.

No, because the REU DMA is doing all the work and that one doesn't have a 2 MHz mode.

the amiga could do it better in 1989 - 16 color "video" snippets with no sound are really only interesting for a handful enthusiasts, noone else gives a damn.

It would be a nice way to enhance a game - adding video snippets. Like the game Lost Patrol on the Amiga (and probably others).

Has FMV clips ever made a game any better? It was a gimmick of early nineties. E.g. many Amiga CD32 games are just A500/1200 games with added video clips and CD audio, hooray.

Sure, it would have been a gimmick on C64 just the like.
