Maybe, sounds like someone needs to open it up and take a look.

There's a small amplifier circuit from the SID audio out that could possibly be defective or the capacitor after the amplifier or oxidation on the socket/chip.

It could be like e5frog pointed out and I'd replace capacitors (470pf) involved in SID chip as well. If you can find an electronic shop, it will be only a matter of finding someone able to desolder the problematic components.

I'd guess that the SID is not faulty.

... but I'd check the 9VAC from the PSU and that the fuse inside the computer is OK (sometimes it's just almost broken).
